With the lingering economic downturn, NCAA division I members are cutting athletic programs to keep their athletic programs afloat. This is happening in a time when the NCAA has imposed a moritorium on classification upgrades while they reviews their rules and criteria on the upgrade process. The NCAA, as the major governing body of university sports, could ease the financial burden on all schools by expanding their focus and re-writing those rules and others today.
